The incubator of creative emergence
“The incubator of creative emergence” is a project fitting the priorities of the New European Agenda for Culture to use the whole potential of the cultural sector as a driving force for social equity and active citizenship by the creation of supportive environments for innovation, based on creativity and adapted to the skills of the audience. Its aim is to qualify the staff of adult education leaning on structured courses and job shadowing with 2 skillful partners, Swedish and German, whose skills and expertise will allow the implementation of adequate learning programs as answers to the needs listed by the French coordinator Samba Résille in its PED (plan for European Development).
The program of learning mobilities co-built with each partner takes into consideration the needs of the participants and organizes the hosting, the study of new tools (process of good practices), which objective is to increase the skills, the know-how and the social skills to: • build a cultural season associating the audience; • accompany artists to participate in artistic residencies and disseminate their work, whether they are professional or not, local or international; • accompany careers in artistic emergence.
Thus, this project aims at organizing 100 individual mobilities dispatched in qualifying thematic modules and professional role-playing leaning on non-formal training, to increase the skills of the participants to:
• create cultural activities promoting active participation and increasing the well-being of the learners and the staff;
• encourage the mobility of artistic works and emerging artists, and reinforce the participation of all, especially the most vulnerable (the refugees), in the creative activities;
• promote art as a shared and universal patrimonial resource to raise awareness among the citizens on cultural diversity as a common value which reinforce the feeling of European identity;
• create favorable ecosystems for volunteers’ implication, and for emerging artists, especially for artists facing economic difficulties or handicap, to promote the access to financing, the potential of innovation, the fair remuneration of the creators and the trans sectorial cooperation.
• design a cultural season involving the general public;
• supporting the residency and dissemination of amateur/professional and local/international artists;
• support careers in artistic emergence.
This project fits completely the promotion of music and arts in teaching and training, priority issue for Erasmus + in 2019, and wishes to receive the acquired knowledge in order for Samba Résille to be ready in 2020 to open its CICCE (Center for Cultural and Civic European Initiatives), which will offer a range of entrepreneurial, digital, traditional, transversal and specialized skills for artistic emergence and will duplicate the most performant measures implemented for the emerging cultural sector.
Partners
The Piranha Arts (PA) tree has six dynamic branches. As a music publisher with its own label, Piranha Arts have been carrying new sounds and artists from all countries via Kreuzberg, Berlin to the entire world ever since.
In Berlin, Piranha Arts initiated trailblazing festivals such as HeimatKlänge, Bands United, Fête de la Musique, C3 – Club Contemporary Classical and The Nights of Ramadan.
With changing locations and partners, Piranha Arts organise the leading branch events WOMEX – WOMEX – the World Music Expo and Classical:NEXT.
PA entertain international partnerships and – with Piranha Arts Consultancywork with professional conferences and network initiatives on four continents.
Whether it is with events or the global sounds of Piranha Records – PA campaign for cultural diversity in Berlin and everywhere around the globe. Music means the world to us! This is why PA engaged with Berlin’s street festival and parade Karneval der Kulturen Karneval der Kulturen right from the start: as musicians, in the jury, with record releases and with the after-parade party “Long Night of Soundsystems”… Since its 2016 edition, Piranha Arts has been the producer of the million-strong Karneval der Kulturen.
Piranha Arts stays in flux and is always open for more. PA stay active at the borders: between music and tech, by research & development, between music and audiovisual, with international film projects and programs.
Trans Europe Halles (TEH) is a Europe-based network of cultural centres initiated by citizens and artists. TEH has been at the forefront of re-purposing Europe’s industrial buildings for arts, culture and activism since 1983. As of 2018, TEH has brought together 118 multidisciplinary cultural centers and other cultural organizations from across Europe.
Their mission is to strengthen the sustainable development of non-governmental cultural centers and encourage new initiatives by connecting, supporting and promoting them. TEH facilitates international cooperation, provide opportunities for learning and sharing, and promote the practice, impact and value of arts and culture.
Their key objectives are:
1. To build a strong supporting structure of exchange and collaboration for member institutions.
2. To advocate and promote the importance and value of cultural centers initiated by citizens and artists as open spaces for creation.
3. To establish Trans Europe Halles as a leading organization for providing professional development and international exchange in the cultural sector.
4. To establish Trans Europe Halles as a vital reference for non-governmental cultural centers in the international cultural sector.
To achieve this, TEH organize two international meetings every year, coordinate international projects, run professional development trainings, act as consultants for public and private organizations, and actively influence cultural policies. For TEH, the power of arts and culture is in inspirational, transformative experiences that have the capacity to change people, perceptions and societies.
Samba Sem Fronteiras (Portugal) is a professional samba group created in 2012 by four Brazilians and a Portuguese resident in Porto. Since 2015, the cultural association Tartaruga Distinta has legally represented it and structured its objectives, which are to spread Brazilian culture through music, in particular samba and its variants, with concerts, workshops and cultural events. The organization also gave birth to a samba roda also called Samba Sem Fronteiras, to unite Brazilians residing in Porto and all Portuguese samba lovers.
The activities of the group are multiple and cover:
· Musical creation and production: 2018 was the year of the preparation and the launch of the first original album of the group, already in preparation for a second job.
-Dissemination: in recent years, the group has traveled the country from north to south with live performances, festivals, municipal parties, private and corporate events.
Training at local and international level, such as those carried out with Samba Résille in 2019 and 2020.
CCAISA is an international cultural center in Helsinki, Finland, established in 1966.
Caisa operates within the Culture and Recreation Division of the City of Helsinki, with a team of 10 professionals chosen for their complementary expertise and experience, about 400 volunteers every year and its actions address more than 10,000 direct beneficiaries every year. The culture and leisure division manages several cultural centers, all of which offer programming based on their own specificities throughout the year. In summer, the city’s cultural offer is also completed by the Espa stage. The events are organized in close cooperation with Helsinki’s arts and culture sector to develop its region into a culturally rich area by promoting arts, culture and creativity. To this end, the City offers many services to residents, including cultural events, performances, exhibitions, courses and arts education. With these services, the City of Helsinki aims to ensure that its culture is diverse and accessible to all.
Located in Kallio near the city center, Caisa is part of this municipal cultural policy and aims especially to support the multicultural development of the city by promoting the interaction of people from different countries, and by providing information about different cultures and the Finnish society.

Caisa promotes the development of Helsinki as a multicultural city by using arts and culture as a means to conduct a project organized around the issues of cultural diversity, individual feelings, living environment, nature, gender, sexual orientation, security of individuals and their identities, cultural communities, intergenerational solidarity, as well as body image. Caisa relies on concert and exhibition cycles that address these issues, organizes federative events throughout the year that mix Helsinki residents of all backgrounds, and offers workshops in artistic practices for all generations.
A Bunda is one of the oldest, largest and most vital samba schools in Europe, performing at carnivals and festivals in Sweden, Denmark, Finland, Germany, France and Italy since 1984, and many of our more than 100 members have played or danced with groups at the Rio de Janeiro Carnival.
In 2007 a delegation of 12 A Bundistas took part in the 2nd International Encontro do Samba at the Cidade do Samba in Rio, performing together with members of Curicica and Monobloco, and also paraded through the Sambodromo among the 2500 participants of União do Parque Curicica, the final group appearing at the last night of the Carnival.
A Bunda took an active part in the first three European Encontros do Samba in Uppsala 1986, Åbo 1987 and London 1989, arranged and hosted the fourth Encontro in Gothenburg 1997 (with 600 participants from many different countries) and participated with a large delegation in the fifth Encontro in Villeneuve-Sur-Lot 1999 organised by Samba Résille.
Mobilities
From May 26 to June 1, 2020
Following the measures put in place by the government related to covid-19, mobility in Berlin was cancelled.
This mobility in Berlin opens the project “Incubator of creative emergences”, with our partner Piranha arts.
Piranha is an independent label, with a double expertise in developing careers outside the Major’s networks (multinational enterprises specialized in producing and circulating music), deploying an economic model rooted in the social and
solidarity economy, and developing important activities around celebration of cultural diversity through the organization of the Carnival of Cultures in Berlin, unfortunately canceled this year because of the covid-19.
The cluster implemented by Piranha to accompany the emerging artists through its independent label seems performant in its capacity to develop careers, being already present in the important places for music, like London or New York. The role played by Piranha during the Womex, international music market,
allows the team to be trailblazers for the international network.
Co-built with Piranha arts, this program of activities is divided in 3 parts:
– Music programming: discussions and visits with Piranha and its partners on their actions as venues and their support for artistic and cultural projects. It will be the occasion for the participants to build their capacities on the horizon of the reopening of Samba Résille’s place;
– Recycling and costume creation with waste materiel. German experts will share their skills during several masterclasses;
– Batucada: a meeting will happen in Berlin with our new partner, Bloco Explosao (http://blocoexplosao.de/). Several convivial masterclasses and performances will take place with its members, on the theme of Salvador de Bahia rhythms.

From July 5 to 11, 2021
“The incubator of creative emergences” responds to Samba Résille’s objectives to develop its programming and dissemination activities in the framework of close collaboration between employees and volunteers, professional and amateur artists.
The return to the premises and the change of the concert hall in category IV have stimulated the commitment of members and employees in the conception of a cultural season and the definition of a model that finds the balance between economic viability and the incarnation of the values of the association.
The Porto mobility was conceived to explore the original and diversified practices of diffusion of Samba Sem Fronteiras: concerts, residences, studio recordings, digital diffusion (webradio, lives), conferences, but also the practice of the roda which allows to erase the artist/public border in the celebration of a common heritage.
Mobility will thus intersect with another challenge of Samba Résille, namely the construction of an artistic and social synergy between professionals and amateurs, with a view to laying the foundations for future collaborations with Samba Sem Fronteiras, which could take place in Porto as well as in Toulouse.
Emphasis will also be placed on the appropriation of tools that accompany the effort of digital adaptation implemented at Samba Résille since the beginning of the health crisis.

During this week, 30 French women and 7 Finnish women worked together and performed in the streets of Helsinki under the direction of the company Le polymorphe: Nyctalope (in Helsinki), crossing women at night in the public space.
Workshops around singing, writing and Krav Maga... All around the same subject: The street at night, for women.
Conference, friendly times, cultural exploration and immersion.
Project coordinated by Samba Résille in partnership with Caisa, Helsinki and in collaboration with the company Le polymorphe and the Center Culturel Bonnefoy.
From October 24 to 31, 2021
Gothenburg mobility was designed to follow courses structured around the cross between Batucada and Brazilian Song, Enredo style presented in the traditional parades of samba schools in Brazil. We will thus explore the model of our partner A Bunda in terms of musical practice and distribution. The opportunity to experiment with crossovers between percussion workshops and Brazilian songs and create the conditions to create spaces for common dissemination.
In addition, A Bunda is preparing its installation in a new place and will present its projections in terms of identity / function of the place, development of new activities. The organization is also actively working on its inclusion in European cultural networks, in particular the sambist network, and seeks to develop the circulation of artists on a European scale. These issues are widely shared by Samba Résille due to our recent installation in our premises and the restart of post-covid activities.
In addition to musical activities and activities related to broadcasting/programming, we also wish to strengthen through this project the appropriation of the tools that accompany the digital adaptation effort implemented at Samba Résille since the beginning of the health crisis.
